It's A. A gas is the phase in which molecules move freely without any strong interactions. In a solid, bonds hold molecules in a fixed position the opposite of breaking bonds so B is wrong. Hydrogen bonds are weak electrostatic bonds and making or breaking them does not cause an exchange of atoms so C is wrong. Removing intermolecular bonds changes the phase of a material so D is wrong.
