oo I realize this is in cauchy euler form

assuming y=t^m form then subbing into t^2y''-ty'-3y=0 i get t^m(m^2-2m-3)=0 so m = 3 and -1 so Y_h = c1 t^3 +c2 t^-1 now Y_G= Y_h + Y_p now to find particular solution by variation of parameters
