What is the molarity of a solution prepared by dissolving 29.2g NaCl in enough water to make 0.250 liters of solution?

Molarity is moles divided by volume. You have the volume, so all you need to find are the moles. You're given mass of NaCl in the question, so dividing by the molar mass will give you moles of NaCl.
