Things dissolving are a physical change, but, you see gas given off as the materials in the tablet react in the water. The fizzing is a chemical change. Alka Seltzer (a type of antacid) contains sodium hydrogen carbonate as well as citric acid, so when dissolved with water an acid base reaction takes place releasing CO2 gas.
