Yes, it would be. The range would be from [-1,1] to [-4,4] Therefore it stretched vertically from a factor of 4.

It cant be horizontal because only the y coordinate are increasing. If it was cos(x-pi/2) from cos(x), then it would have a horizontal or compressional factor.
