it can't be F or O coz both are already anions...

in the q they have given atoms..is it "more than 1 correct option" q? if so its A and D coz both are cations...

cations mean electron deficient..so they are likely to absorb electrons..

Elements are trying to attain stability by gaining or loosing electrons to either reach a full or an empty outermost shell. Elements on the left side of the periodic table tend to loose electrons because they have less valence(outermost) electrons. However, as you shift to the right the number of valence electrons increase such that they are closer to a complete outershell.
