Range does mean the difference between the highest and lowest value, but in this case, range has a different meaning. Range in this case, means "the set of possible outputs of a function"
For example, if I have the function f(x)=x^2, then the range is "any number greater or equal to 0" , but not negative numbers since you can't find an x which would make f(x) negative. Another example: f(x)=1: the range is one, because given any value, the possible outputs... is only 1! Does this all make sense now?

No... another way to phrase it is, the range is "the set of possible y values". On your graph, there is no point on the graph which gives a y value of 5 for example, so 5 is not in the range.
oh, sorry @YarYar08 i got of thought and looked at the x-values. :(
