Polar molecules have a partial positive charge on one end of the molecule, and a partial negative charge on the other end of the molecule. These partial charges are attracted to opposite partial charges on other molecules.

water is polar because the oxygen have a slightly negative charge and the hydrogen have a slightly positive charge. because of this, oxygen are attracted to hydrogen in different molecules, which creates hydrogen bonds.
