Prepositional phrases and subordinate clauses are parts of a sentence. Prepositional phrases are made of a preposition and its object, whereas the subordinate clause contains a conjunction, a verb and a noun. They cannot function as a sentence themselves. There are different functions for the two types, and yes, it can be adverbial and an adjective-Both can.
