We are given the balanced equation 2 CO(g) + O2 (g) to form 2 CO2 (g). Assuming all conditions including temperature and pressure remains the same for all substances, mole ratio is equal to liter ratio. For every 12.8 liters of oxygen reacted, 25.6 liters of carbon dioxide is produced.

2CO + O2 ---> 2CO2 12.8 liters of oxygen is is shown as a reactant. Reaction stops when oxygen runs out. The amount of CO2 produced is dependent on how much oxygen there is. So, we produce 2mol of O2 because for every 1mol of O2. We have 12.8L of oxygen in 1mol of O2. To get 2mol of CO2, double the amount in Liters = 25.6L.
