How does the artists use the Elements of Art and Principles of Design to create that mood?

It depends on the artwork. But things like darker values creates a deeper mood, maybe sadness, depression, or loneliness, typically. Sometimes it's the exact opposite when used in a different manner. Different colors portray different moods as well
