Le Chatelier's principle: a reaction will shift towards products or reactants depending on a change in the equilibrium put more simply, if there's a change in reaction conditions, the reaction will work to "undo" that change so, the question states that we want to increase the production of HCl. we can either reduce one of the products (so the reaction will work to make more product) or add more reactant (so the reaction will work to use up more reactant) with that in mind, do you have a better idea of what the answer might be?
