Between 1763 and 1815, most of the population was made up of indentured servants, slaves, women, children, and the working class. Even so, policies were written mainly by white, male landowners. Which answer explains why this was the case? The other groups of people did not live in cities, where policy writing took place. The other groups of people did not have any power and most did not have basic rights. The other groups of people were busy carrying out more important functions in society. The other groups of people were mainly younger people and weren't of legal age to vote.
Well, this one is quite simple. As stated in the question the other groups are all working. Any people that owned land at that time were sitting on their buts commanding people. This info should be enough to guess which one is the right answer.

Let’s connect this to a current day event, Black Lives Matter movement for instance. The movement was created to get black people rights, and just like back then with slaves and such, whom had no rights. So what do you think the answer is now?

Hm, you know what. This question is complicated. In modern times C would be semi-accurate (workers don't really have time to vote) but in those times people without property also had less of a say. I am unsure. Quite possibly B is actually correct. I am unsure.

You would be correct, slaves had no rights because they were owned by white men, common to have little to no rights. Women had few rights because of being female, children had few rights because of being so young. Also, working class doesn’t invalidate B, because it says “power” not calling on rights. Working class, slaves, women and children all had little control over the government and decisions made in their state.
