it's tangent to the y axis
which means it touches the y axis
So from x equals -4 you have to add for to make is x equals 0
so the distance from the coordinate (-4,-1) to the y axis is 4
which makes the radius 4
And if you remember the equation for a circle, it is \((x-h)^2 + (y-k)^2 = r^2\)
where (h,k) is the coordinate, (-4,-1) and the radius is 4
