Whenever you see "<" or ">" you can treat it as an equal sign. After you get the graph down the < let's you know what part is shaded. (below or above the line) I'm getting m = 2 or m = -11/2

"a" is coeffecient on x^2, "b" is the coeffecient on x term, "c" is the term with no x ... => a*x^2 + b*x + c
