is y = (6x-2)/5 a rational expression

This is an equation comprised of rational expressions. A rational expression is just a fraction where both numerator and denominator are polynomials.
By the definition, I would say it is. However another teacher is aruging that because it's graph is a straight line, that it isn't a rational expression. what do you think?
