Just think of it like this. Whatever number you have, say 310.26, is broken up into place values. You know that means 3 hundreds and 1 ten. After the decimal, it keeps going the same way. The first digit is the 1/10 spot. The next is the 1/100 spot. The easiest way to read decimals is to take the last spot, which is the 1/100 in 310.26 and just say 26/100 is the decimal part of the number.
