well as a ratio (proportion) its 1 mile to 1.6 kilometers = x miles to 17.2 kilometers. So: 1/1.6 = x/17.2, then you do the algebra and get 1.6x = 17.2, where you would divide both sides by 1.6, getting x = whatever the answer is.
