You want to start off with something that will grab the readers attention. Research papers can be very boring to read for many people, so I would try with a fact that is shocking or stands out.

If it's an expository essay, and one where you're comparing two things, you have to know about the similarities and differences. Your point here lies with explaining the differences and similarities of the two systems.

Take your point, try to distill a few themes, then use those themes to guide your essay. You're not actually arguing a point, your exposing something (hence, expository).
