It's systematic. It isn't stratified because there are no clearly identified strata (like demographic groups or something).
Systematic would be every 123 person. But its on each page. I'm guessing the strata are the pages and a sample is taken from each one.

But systematic is every nth person. You can't be sure that you are doing that if you do 123rd per page. Maybe 123rd straight without considering pages is systematic. In this case the population (telephone book) is divided into groups from which one sample is taken.
