PEMDAS. parenthesis: 1+3 = 3 now you can solve from left to right. 6/3 = 3 3(3) = 9.

Correct mathematical language leaves no ambiguity. Some one reading it for the first time should no exactly what to do with extra brackets. They are not idiots. It is just someone contriving a question.
