when it asks to find polar representations of something, like [ 3, -3pi/4]

That looks like it is in polar coordinates. (radius, theta) Are you needing to find what that looks like?

there are certain formulas like (r, theta plus/minus 2npi] and [-r, theta plus/minus (2n+1)pi] to help find the coordinates, but i dont know how to implement them
