If there is a mass of 0.19 kg on the left side of the pulley. What is the mass needed on the other side of the pulley for it to move?

Depends on your system. If there's no friction between the pulley and it's pin, then a mass less than 0.19 kg or a mass greater than 0.19 kg will cause the masses to move, and the pulley to rotate. If there is friction between the pulley & pin, you will calculate the mass required to overcome the frictional force, and add/subtract from 0.19 kg.
