17!/13! is an annoying way to write "start with 17 and multiply descending values until you get to 14"...

dasde is right, it is also written as 17C4, which you can enter into most programmable calculators

there are 5 positions and the order of them matters, so it is a permutation. so you do 12*11*10*9*8 because each time you choose someone for a position, you have one less person in your student pool to choose from.

okay, you start with 12 students to choose from for President, so there are 12 possible outcomes, once you pick a president, there are only 11 students to choose from, so it goes until all the positions are filled: 12*11*10*9*8 We can talk about why you multiply if you need to
