I'm still bad with that kind of percents, but I kept a few notes on how to find the whole, part, or percent of a number. I think you divide the part by the whole.
part/whole = decimal percentage; x100 to get a normal percentage number

I divide the part by the whole then move the decimal 2 places to the right, which then becomes the percent.
of course then I would round the answer.
moving the decimal is not really a mathmatical solution; its more of a memory device :) but yes...
Heh, just something my teacher taught me. If there's a more precise way, I don't know it yet XD
for example: .26 = 26/100 26 ---- (100) = 26 is the math way; the memory way is 100 'move the decimal'
