wolfram doesnt negate it before subtracting, but you get the idea lol

8/3=2+2/3 7/3=2+1/3 6/3=2+0/3 5/3=1+2/3 4/3=1+1/3 3/3=1+0/3
the arrangement is the same is it is for dividing integers
quotient is the number you get; and the remainder is the bit left over...
P(x) ---- means; Q(x) P(x) = Q(x) + R(x)
maybe thats backwards...
P/D=Q+R/D
Basically once you do the final subtraction, the remainder is whatever is left of that subtraction (for an even division, that is 0, but sometimes there's more). It happens in polynomials just like it does for regular numbers. In the process amistre pasted in above, it looks like -11 is the remainder.
