no this is not a situation of an asymptote at a=-7 the limit as a->-7 is 2/3 Notice at a=-7 the function is 0/0 which is indeterminate not undefined L'Hopitals rule says differentiate leaving 2/3 as limit therefore function equals 2/3 for all values of a because (a+7) cancels out you generally dont need to worry about the (a+7) in the denominator
