How can one number 'contain' another?
There are 999 whole numbers that are less than 1000 (from 1 up to 999) Since we want the numbers to be greater than 1 we need to remove the 1 from the set and also we remove the 8 because we don't want that number. So after removing two numbers we have 999-2=997 numbers.
think you might have missed this one watchmath. i read it to say "how many three digit numbers are there where none of the digits are 8 and at least one is 2" for example 811 is out as is 345 but 231 is in
or it could mean how many whole numbers are divisible by 2 but not 8
Or it could mean, all numbers greater than 8 and smaller than 2. Because set-theoretically a natural number is the set of all it's predecessors.
