A people whose ancestors have always lived in that land. Some countries do not truly have indigenous people any more. England, historically was indigenous to the celtic people. Invasions by the Romans, Vikings and importantly the Angles, Saxons and Jutes effectively wiped out the true indigenous population of that country. Cornwall in far south west is part of England and is the only part of the country with at least a strong celtic culture, but true indigenous population? I would say no.
