It was a debate between Sen. Daniel Webster of Massachusetts and Sen. Hayne of S. Carolina over a protective tariff that would protect northern factories against European factories. Hayne disliked the tariff because it would have no good effects on the south which was where S. Carolina is (all of America's manufacturing took place in the north in this time period). Actually, it would be bad for the south because it would mean southerners would have to pay more for northern goods. Webster favored the tariff because it would protect northern manufacturing against European competition by raising the price of foreign goods so American goods would seem cheaper.
