let us take an example ... your meet you friend after long time and he starts telling you about his trip to India Here is the conversation: he says " I traveled to India by ship" " I had seen Himalayas over there" these "......" are called quotes means we are (quoting/writing) somebody else's statements.
unless you are asking about the dots themselves ... three dots within quotes have a very specific meaning: Nathan Hale said "I regret... my country" it means that there is more to the quote but I am leaving part of it out. They are called ellipses. And they can get you into trouble. For instance the full quote in this case is: "I only regret that I have but one life to lose for my country." (although as a side note that probably isn't correct either.) The poor use of ellipses changed the meaning of the quote - that is bad form. The other use for ellipses outside of the quote marks is as an informal pause...used when someone wants to indicate a bit of thought or rumination within the idea for the sentence.
