The question isn't really specific. I think it just means how many distinct arrangements of the 5 great lakes are there. Then there is 5 choices for the first, 4 for the second,... 5*4*3*2*1. This is nPr(5,5) or permuting 5 objects out of a set of 5. nPr(5,5)=120

the difference between permutation and combination?

yes.

permutation is used when the order matters, combination is used when order does not matter. For example if you want to know how many groups of 3 lakes can be chosen out of the 5 great lakes order doesn't matter, you just want to know how many sets of 3 there are. So then you would do nCr(5,3)=5!/(3!2!)=10
