Oxygen is classed as a gas at room temperature because of the large separation between its molecules and the fact that it has a low density and viscosity (compared to solids/liquids).

Oxygen is a gas at "normal" temperature (~25 C) and pressure (1 atm). Water is not, so it is a vapor instead of a gas.
