I assume you are referring to the vesicles that encapsulate neurotransmitters. These vesicles don't exactly have legs, but they are dragged by micromotors to the edge of the pre-synaptic terminal, which has the appearance of having legs. From there the vesicles and the membrane undergo exocytosis, where the neurotransmitter begins its journey to the post-synaptic terminal.
