x = - 2 is a vertical line through x = -2. (vertical = up and down). y = -5 is a horizontal line through y = -5 (horizontal = left and right). They meet at the point (-2,-5). If you go to http://www.wolframalpha.com and type plot x = - 2 , y = -5 from x = - 6 to 6, y = -6 to 6 You will get the attached picture. Hope this helps! :)
