find the radius and canter of the cirlce and graph x^2+*y-3)^2=16

The radius is given by the sqrt(16)=4 Then the center is (0,3). The general form of a circle is: \[(x-h)^2+(y-k)\] The radius is r and the center is (h,k).
That should read: \[(x-h)^2+(y-k)^2=r^2\]
