Ax + By = C is standard form, as A_clan says. That means you need to get the constant on the right. To make everything easier, you multiply through by 2: \[\begin{align} y &= -\frac{3}{2}x + 1 2y &= -3x + 2 \end{align}\] Then you can move the x to the left side by adding 3x to both sides, and you end up with: \[\begin{align} 2y &= -3x + 2 2y + 3x &= 2 3x + 2y &= 2 \end{align}\] As above.
