Andrew. The Union Army nullified the Black Codes, under order of President A. Johnson.

Black Codes- they were codes subjecting former slaves to a variety of special regulations and restrictions on their freedom. Some apprenticeship laws forced African Americans to work and denied them a free choice to employers. In some states blacks were not allowed to testify in court on the same basis as whites. To radicals the Black codes were like disguised slavery. There was a civil rights bill passed that meant to nullify the Black Codes, unfortunately Johnson vetoed it.

The way I think of what sort of president Johnson was, is that if Lincoln was 5 steps forward, Johnson is 3 steps back. He was terribly racist and didn't support much of anything that would help the recently freed slaves.
