Why is it that I go through phases where I'm constantly thinking about writing, and then for an equally long period where not a single intellectual though runs through my head?

It's called downtime! Use that time to go back over your genius moments and arrange them properly. When your right brain's creativity has shut off from over use, your left brain is now in charge. Take advantage of that and revise the creativity to make sense to the readers! Either way your mind is overheating, so cool it down with some fun. :)

You never know where you'll find inspiration. When you are you have not a single intellectual thought, do something different. Go on a field trip somewhere, listen to public radio, watch a foreign film, try something new, visit a different restaurant that you never noticed before, meet someone new, go skydiving. You'll get inspired in no time.

I think that you have a problem of arrangement's , if u don't know what you are going to write on, or what is the purpose of your subject , your brain will not have a begging point and about the times that you had the thinking time , in that moment your brain had already found the begging point . to summarize, the phase of thinking always starts with a point .

We humans are complicated and have multiple identities. Sometimes I feel more artistic and creative and able to 'produce.' Having a structure, such as an art class, and control over one's schedule are definitely conducive to 'doing' versus thinking about making art. If I put myself in an artistic situations, such as going to a museum or art show, I will be more inspired to get out my art materials and create something....anything. My experiences with painting/drawing may be similar to the writing process---ebb and flow of activity.
