No, transfusing a younger persons blood into a more mature body won't make the latter younger, but it would make them function better. For example, the older person may have inhaled many more smoke fumes than the younger person, and so their haemoglobin may not be able to carry as much oxygen as the younger person's haemoglobin, which would then mean that some important organs such as the lungs would be affected (less oxygen exchange = less oxygen to the tissues = organ becomes less effective) < (it could affect any organ like that though..) The haemoglobin stuff was just one example of why their body may function better. So it wouldn't make them younger, rather they would function better.

even these benefits would be short lived. your bone marrow is constantly making new erythrocytes, and the average life of an erythrocyte is a little more than 100 days... so even assuming that the transfused blood was all fresh erythrocytes you would only receive a short term benefit, with no effect on how "young" you are at all. its doubtful that you would feel any difference anyhow unless you had a blood disorder.

A blood transfusion would not make the person feel younger, if anything, the negative effects of undergoing a serious medical procedure such as a blood transfusion would certainly outweigh the benefits of getting it done. ( unless it is necessary. )
