what are the incentives to answering questions if earning XP is currently disabled? answering questions during this time means less potential for XP when the ability is re-introduced.

The incentive is then to give a good answer :) as opposed to a "+10" remark.

Actually, the incentive should always be "to give a good answer".

You only get a +10 XP each time you answer. Whenever you give a good answer, and get a medal, you gain +100 XP. Wouldn't it be easier to take a little more time to give a good answer than to give 10 not-so-good answers?

i think you mean the incentive is good karma associated with helping someone with their question.

to clarify : the goal should be "to give a good answer" and the incentive is "that good karma feeling associated with helping someone who needs it"

I think the incentive goes beyond just that good karma. If someone likes your answer, they might give you a medal by pressing the "Good Answer" button. This medal will give you +100 XP! Getting medals is currently the fastest way to earn XP on the site.

i agree with you darthsid. the original question was what is the incentive to respond to questions when earning XP is disabled.

Earning XP is only disabled for "just giving an answer" or asking a question. You still earn XP for medals and achievements.

btw, on my side, it is showing that i received a medal on every single answer i wrote within this question. i think that must be a mistake. or if it isn't, the XP did not accumulate.
