that basically says that f(x) = 3 when 1<=x<2

Every non-integer value of x will map to the next lower integer. For example, [1.9999999999999999999]=1, but [2]=2.

so graph y = 3 but only do so from x=1 to x=2, remember to draw an open circle at the endpoint x=2

So the function's y values will jump up (or down) to the next integer at each integer.

you don't, the horizontal lines are all isolated from each other

Each "step" is a connected line segment, but the steps are not connected with each other. Does that make sense?
