You have to find the vertex first, I think that's the easiest way. The graphing form of a parabola is y=a(x-h)^2 + k. The vertex is (h,k). So, your vertex would be (1,-3) becuase you take the opposite of what ever is in the ( ). But, you also have to factor in your a, which is your stretch factor. I think it's easier to put in in your calculator and get the coordinates off of the table.

Oh, and the -3 moves the graph down 3.
