Find the distance of the point (−3,−9) from the line through (−3,3) which points in the direction of −2 I+10 J. ?????

-2i +10j represents a vector (through 0,0) and your (-3,3) will be parallel to it (ie the "slope" will be the same). So use the slope and point to get the line and then as usual.....
