It's a complete sentence. The first half has a subject and a verb (ground and seemed), and the second half also has a subject and a verb (was and either "haze" or "there," not sure which). It's not a run on because it has a semicolon between the two parts. A semicolon is "equal" in weight to a comma followed by and, which is needed to join two clauses without making a run on.
