Because \[ -7x-10y=c \] gives you \[y=-7/10 x - c/10 \]
Plug in -4 and 3 and you get 4/10 as opposed to -3/10.

And 4/10 - (-3/10) = 7/10 = 0.7

since
we have
-7x-10y=-4=> y=-7x/10+4/10
-7x-10y=3=> y=-7x/10-3/10
so they have a distance of 4/10-(-3/10)=7/10 from each other
