do city states make up one country, or a kingdom, or a civilazation or what???

"A city-state is an independent or autonomous entity whose territory consists of a city which is not administered as a part of another local government." -Wiki. A city state can exist and retain it's autonomy within a defined country, think of the Vatican for example. A kingdom is more a general term, possibly though a historical conglomerate of city states. A civilization is something entirely different. A civilization is made up of all of these and more.

A group of city states, or nations, make up a country; as long as it has a central government controlling each city state/nation.

I heard this definition of a city in the documentary "What a Way to Go:Life at the End of Empire". "A city is defined as a bordered group of people whose population has reached the capacity to self sustain and require imports to maintain their survival." When this has happened, you can then call them a city-state as they require resources from other cities/states to survive. It's at that point that merchants and ruling polices are as vital to the people's survival as any of their own crop/resource producers.
