While writing an APA paper in present verb tense, is it okay to cite an author by saying Cruickshank has found...? (Usually, in APA format, one would say Cruickshank found..., which wouldn't make sense in a present tense paper.

I believe you can if you have previously cited the proper format to include the publication date.

oops sorry I didn't see all of your question. I believe that even in the present tense, the verbage Criuickshank found is correct since the author isn't currently working on the research. He did the work previously, so a past tense would be correct.
