because you move the decimal 3 units to the right to get 10^-3, if you were to move to the left it would be 10^3

3.6x10^-3 because to write a number in scientific notation put the decimal after the first digit and drop the zeroes.

3.60 * 10^-3 you want to have 2 digits after the decimal. If you move the decimal to the RIGHT its always going to be a negative exponent. If you move the decimal to the LEFT its always going to be a positive exponent.
