I think you may not know what a parallel line is Saifoo. A horizontal line has a slope of 0. A parallel line to a horizontal line also has a slope of 0.
If you don't believe me type y = -4 into a calculator and y = -2 into a calculator and graph it. They are parallel and have the same slope of 0. The lines are not parallel to the y-axis.
